Scott Farr is a retired U.S. Navy officer, decorated combat aviator, and senior defense executive with over 30 years of leadership in joint operations, acquisition, and national security strategy. A graduate of SUNY Maritime, the U.S. Army Command and General Staff College, and Harvard’s Kennedy School of Government, he built a career spanning combat aviation, strategic policy, and industry leadership.
He commanded VAQ-140 “Patriots” and later the Electronic Attack Wing, U.S. Pacific Fleet, directing 16 multinational squadrons, 3,700 personnel, 153 aircraft, and 300 advanced jamming systems in support of U.S. Indo-Pacific Command and allied operations. His deployments include eight combat tours supporting Operations SOUTHERN WATCH, ALLIED FORCE, ENDURING FREEDOM, IRAQI FREEDOM, and UNIFIED PROTECTOR, including ground operations in Iraq during the 2007 surge.
On the Joint Staff, Captain Farr served as Chief of Staff to the Director of Operations (J3) and as Electronic Warfare Branch Chief, where he authored the National Military Strategic Plan for Electronic Warfare and represented the U.S. to NATO’s Electronic Warfare Advisory Committee. His personal decorations include the Legion of Merit, two Bronze Stars, Air Medals with Combat “V,” and the Combat Action Ribbon, alongside top honors such as Naval Flight Officer of the Year, Tailhook Aviator of the Year, and the Vice Admiral John Perry Award.
After active duty, he served as Senior Advisor for Legislative Affairs at DARPA, securing over $330M in appropriations for hypersonics, space, and advanced R&D programs. In industry, he led major portfolios at Boeing Global Services, including establishing the Contested Logistics Solutions business unit and developing a $4.1B growth pipeline. Today, he is a Principal at Sentinel Horizon, delivering expertise in advanced technology integration, contested logistics, and joint operations for defense and national security customers.
